This is the same thing African Countries are doing with loans from IMF and Word Bank they collected by offering and agreeing to conditions African countries proposed for the loans to be approved. You can not take loans behalf of a nation with the intent not to pay back; the deadly conditions will applied which is dangerous to the country economy that affect the livelihood of it citizens. African Countries should learn how to repay it's loans or stop borrowing to run their governmental affairs' .
