Besides the Nigerian system producing criminals, the prisons now referred to as correctional centre do produce worst criminals. When a citizen commit a bailable offence but because he didn't have the money to bribe you, you decided to throw him in jail where he will be mentored by hardened criminals, graduating him from bad to worse. Eventually when he is released, this guy will havoc in the society.

The trend is escalating. The initiative of Handel is that these mentored but released inmates should not be released straight to the larger society. Instead a purpose built Half way house should be made available to absolve these persons, rehabilitate, reform before reintegration into the larger society.
